Discursive analysis of political communication in the discussion of the amendment to Act No. 329/2021 on the provision of childcare in the 2017-2021 electoral period

Children's groups are one of the effective family policy tools for reconciling family and working life. At the same time, within the current system of pre-school care in the Czech Republic, they supplement the insufficient capacity of kindergartens. In 2014, Act No. 247/2014 Coll. on children's groups was approved, which basically defined the conditions and standards in which children's groups operate. Tools for reconciling family and working life, which include children's groups, came to the fore following the adoption of the European Directive 2019/1158 on work-life balance. Children's groups were funded by the European Operational Programme Employment, but this could only be drawn on until 2022. Therefore, in 2021, the Chamber of Deputies of the Parliament of the Czech Republic discussed the need to reconsider the funding of children's groups and, at the same time, to revise the conditions for running children's groups. The thesis aims to investigate the communication strategies of political actors on the topic of children's groups using the method of discursive analysis, at the same time comparing the communication of children's groups with the way of communication of other topics from the remit of social affairs in the election programmes of the then parliamentary parties in the 2017 and 2021...
The comparison of Czech and German family policy enabling the harmonization of work and family life

The subject of this thesis is the comparison of family policy in the Czech Republic and Federal Republic of Germany in terms of measures adjustment enabling the reconciliation of work and care about the preschool children. The issue of work-life balance is further presented in the context of traditional sociological concepts and welfare state model theories, followed by a description of trends and current order of women's employment on the labor market of both countries and accompanied by the description of demographic trends. Thesis is specifically focused on the description of the governmental family policy of both countries in the perspective of parental leave entitlement settings, facilities of children day care facilities like nursery schools and creche, and formal involvement of fathers in the childcare. The methodological part of thesis is focused on the description of the family policy measures of the respective country. Comparison of both countries in terms of enabling the reconciliation of work and childcare is made on the basis of analyse and comparison of both the secondary quantitative data and the qualitative data drawn from the discussions placed on the free available web sites. The Impact of Family Policies on Fertility in the Visegrád Group

This thesis examines the effectiveness of family policies implemented in the Visegrad Group (V4) countries after the fall of communism in 1989 and their impact on the total fertility rate. While previous studies on this topic usually focused on one country or a larger group of countries, this thesis provides a comparative approach that enables a more interpretable comparison of policy effects. We analyzed the effects of seven family policies on fertility in the given countries. We chose the synthetic control method that simulated the evolution of the total fertility rate if the given policy had not been introduced. As a control group, we chose countries that are members of both the EU and the OECD. The findings highlight the diverse outcomes of family policies within the V4 Group. While the Czech Republic was successful in boosting fertility through effective allocation of public finances, Hungary's generous investment in family policies provided relatively limited results. For a long period, Poland did not invest in families much, which has changed in recent years and affected fertility positively, yet only a short-term impact is present. Kateřina Sklenková: "The 1972 Interruption of Pregnancy Law in the context of the family and women's policy of the GDR." Abstract The Bachelor's thesis focuses on the Interruptionof Pregnancy Law of 1972, which was the only law in East Germany that was passed unanimously. It gave women the option to terminate a pregnancy during its first 12 weeks without any indication.There were ambivalent views in society about this practice. After numerous protests, the churches were granted an exemptionand abortioncould be denied on the basis of faith.In the wave of resistance that rose when it became apparent that artificial terminations of pregnancy would be criminalisedagain in the process of German unification, it can be seen that the Law was generally viewed positively.The thesis places the Law in its historical context and in the context of the regime's other family and emancipation policies This text answers the question of how it was possible that such a liberal norm was in place in the GDR. Harmonization of family and work life in women working in social services

The diploma thesis deals with the reconciliation of family and work life for women working in social services, which is defined using key areas related to the position of women in the labor market, possible barriers when re-entering it, the family as a primary institution and the position of women in the family . It also focuses on how the EU, the state, perceives this issue through family policy. The core part of the work consists of discussions, in which the results of the research investigation are connected with professional literature, my personal observations and experiences, and the analysis of ethical problems and dilemmas, the analysis of various possible solutions and the reflection of these solutions.
Protective Function of Social Policy in the Context of Family Policy of the Czech Republic

The Bachelor's thesis "The Protective Functions of Social Policy in the Context of Family Policy of the Czech Republic" is a theoretical comparative paper whose aim is to find out what tools uses our state to apply family policy to protect families from unwanted phenomena that can affect anyone. In this bachelor thesis was used secondary and content analysis of data regarding the family policy system in the Czech Republic, that made it possible to research the basic phenomena and trends in the topic. This thesis will characterize the family and its role in the state in individual chapters, and it will focus on the ways of family protection through the protective function of social policy. This function must deal with phenomena that may threaten individual citizens in society in some way. Methods of protection through direct and indirect financial assistance will be analysed in individual chapters. Furthermore, the work will deal with transformations of the form of families, trends (e.g. low birth rate, divorce rate), with the role of the state in the development of family policy, women and their maternal role, housing support for families and other aspects. The Bachelor's thesis is based on professional literature, legislative norms, statistical information of the Czech Statistical Office and data from the Ministry of Labor and Social Affairs and other sources. This Bachelor's thesis can serve as a material for further development of the Czech family policy and can serve as an orientation of family policy creation in the Czech Republic.

Family policy and social security in view of families with dependent children Abstract The thesis focused on a part of a family policy dedicated to families with dependent children. In the Czech Republic there are the families with children in an age to 26 years. The thesis analyses a system of family policy and social security in the view of families with dependent children in the Czech Republic and in some of European countries. In total there are 19 countries there which were analysed (including a Czech system). The main emphasis was laid on an analysis of the system of social security of the families with dependent children in the Czech Republic in view of their financial support for a state and as well as of a social security of parents in view of labour law instruments helping to find a balance between a family and professional life. A significant part of the thesis is an analysis of the social security of the families with dependent children in four model groups of European countries, which were formed in a base of a typology of a welfare state created by a Danish sociologist and political scientist Gøsta Esping-Andersen. A Common Legacy, Divergent Paths: Understanding the Transformation of Post-Yugoslav Welfare States

Four countries that had once been embedded in a common welfare state, the Socialist Federal Republic of Yugoslavia, have espoused different paths of institutional welfare transformation following Yugoslavia's dissolution. The author's PhD dissertation aims to understand the nature of the changes that have occurred in two welfare sectors (employment policy and family policy) in Bosnia and Herzegovina, Croatia, North Macedonia and Serbia, over the last two decades, by looking at changes in the characteristics of welfare programs and their implications on the capabilities of beneficiaries, as well as the levels of stratification they yield within these societies. Moreover, its other aim is to understand why such differences in welfare transformation came about. To that end, the dissertation applies Kingdon's Multiple Streams Framework (MSF) to identify important conditions that have contributed to streams converging and the opening of policy windows that resulted in agenda change.
